The North Dakota state government Highway Patrol FAQ currently states that the front windshield must allow at least 70% light transmission below the AS-1 line or below the top five inches, other windows must allow at least 35% light transmission, and windows behind the operator may be darker when the vehicle has outside mirrors on both sides. VLT means visible light transmission: the percentage of visible light that passes through the combined glass and film. A lower VLT number appears darker. The legal calculation concerns the combined result, not merely the number printed on a roll of film.
Factory-dark rear glass is not the same thing as an aftermarket film shade. Because the state guidance says factory tint is included in total tint calculations, the starting glass matters. Drivers frequently compare 50%, 35%, 20% and 5%. Do not assume a percentage is legal on every piece of glass. Windshield, front-side and rear-window rules differ, and the vehicle’s existing glass affects the combined VLT.
